What the answer means
A licence number means the FMC has accepted the company's qualifying individual and its financial responsibility. It is the floor, not a recommendation.
The bond is what a customer can claim against if the company fails owing money. A larger bond is not a promise of better service, but it is the only number here that says anything about what happens when things go wrong.
No result is not proof of anything. Foreign-based NVOCCs can be registered with the FMC rather than licensed, some companies trade under a name that differs from the one on the licence, and a booking agent may be reselling a licensed operator. Ask the company for its FMC number and check that instead.
