Visa and residence
One fee per national visa application, so it is charged for each family member who applies. Children under 6 are exempt, as are descendants of a residence permit holder applying under family reunification. Consular fee only. The residence permit issued after arrival is charged separately.
The test is the 2026 national minimum monthly salary, set at EUR 920 by Regulatory Decree n.º 139/2025 of 29 December, net of social security deductions. The first adult counts for 100 percent of it.
The same 50 percent applies to each further adult in the family unit.
Applies to children and young people under 18 and to non-minor dependent children.
Portugal charges one national visa fee regardless of purpose, so the remote work route costs the same to file as the passive income route.
The portal states the test as average monthly income over the last three months of at least four times the minimum guaranteed monthly remuneration. Four times the EUR 920 minimum monthly salary the same portal publishes for 2026 gives EUR 3,680. The applicant also files proof of fiscal residence.
Portaria n.º 307/2023 sets EUR 114.30 for granting or renewing a temporary residence permit under article 75(1). AIMA states that a 25 percent reduction applies when the request is filed through the digital channel and also where digital filing is not available, giving EUR 85.80, and a 10 percent reduction for assisted in-person digital appointments. Some permit categories, family reunification among them, carry a separate reception and analysis fee of EUR 133.00, or EUR 99.80 with the 25 percent reduction.
Schooling
Enrolment stays conditional while the equivalence decision on a foreign school record is pending, under article 8(5) of Decree-Law n.º 227/2005, and the equivalence certification itself is free of charge: https://www.dge.mec.pt/faq-equivalence-foreign-qualifications
Range across three Lisbon-area schools publishing 2026-2027 annual tuition on their own fee pages. Low end is St. Dominic's International School Nursery at EUR 11,778 (https://www.dominics-int.org/tuition-and-fees-for-2025-2026-at-st-dominics-international-school/); high end is Carlucci American International School of Lisbon Grades 9 to 12 at EUR 23,532. Oeiras International School sits inside the range at EUR 13,980 to EUR 22,406 (https://ois.pt/fees/). Tuition only. Lunch, transport and IB examination charges are billed separately at all three.
Carlucci American International School of Lisbon charges a EUR 600 registration fee once, when a student first applies and enrols, plus a EUR 1,953 building fee each year for the first five years from Grade 1. St. Dominic's charges a EUR 5,250 capital levy for a new student. Oeiras International School charges a EUR 250 application fee plus a EUR 5,000 entry fee for one new student.
Healthcare
Registering with a primary care unit is optional and separate; a family health team is allocated by priority, and families with children up to 12 are one of the priority groups. For the visa itself the Ministry of Foreign Affairs requires valid travel insurance covering medical expenses, urgent medical assistance and possible repatriation as part of the general documentation for a national residence visa: https://vistos.mne.gov.pt/en/national-visas/necessary-documentation/residency
Housing
Municipality of Lisbon, median across new lease contracts signed in the twelve months to the first quarter of 2026, INE 2026 methodology, series last updated 2026-06-26. By dwelling typology: T0 or T1 EUR 20.51, T2 EUR 17.07, T3 EUR 15.85, T4 or more EUR 14.05. A Portuguese T2 has two bedrooms and a T3 three. No monthly per-dwelling rent is published here because INE publishes no floor area for these dwellings anywhere in this statistical operation, so there is no size to anchor a conversion to. That is why housing.rent_2br and housing.rent_3br are absent and this destination is gated.
Pets
The certificate model in force from 22 April 2026 sits under Regulation (EU) 2026/131 and 2026/133; certificates on the older Regulation (EU) 577/2013 model issued before 1 October 2026 are accepted until 31 March 2027. The Points of Entry at Lisbon and Porto airports close overnight.
EUR 42.25 for one animal and EUR 84.50 for two or more, under DGAV Despacho n.º 3044/2024 of 21 March. Assistance dogs for people with disabilities pay nothing.
